Application

Language Instruction for Newcomers

  • Language test (CLBA, CLBPT, Literacy) will determine the appropriate level

  • LINC assessment and instruction for Thunder Bay

  • LINC assessment and Home Study for Thunder Bay District


Coordinated Language Assessment and Referral Centre

  • Call ahead to verify eligibility, book assessment appointment and confirm documents (Permanent Resident (PR) card or Landing paper with passport) to access service

Eligibility - Population(s) Served

Individuals 18 years of age and older


Language Instruction for Newcomers

  • Must be a Permanent Resident or Convention Refugee, but not yet a Canadian citizen

  • Some exceptions apply; call for eligibility determination


Coordinated Language Assessment and Referral Centre


Adults 18 years or older who are newcomers to Canada or meet one of these criteria:

  • Canadian citizens born outside of Canada

  • Permanent resident born outside of Canada

  • Convention refugees

  • Protected persons or refugee claimants

  • Workers admitted under the Live-In Caregiver program

  • Applicants under other programs holding the initial letter of approval from Immigration, Refugees and Citizenship Canada

Fees

None; Fee assistance available for Transportation Assistance - Bus pass may be provided; Day Care may be provided if spaces are available; assistance is provided by Thunder Bay Multicultural Association

Description of Services:

Language Instruction for Newcomers (LINC)
  • Provides assessment of English language proficiency for eligible newcomers
  • Provides daytime classes for English language instruction levels 1-7, as well as literacy
Coordinated Language Assessment and Referral Centre
  • Provides eligibility screening, language skills assessment and referral to government-funded English language programs including Language Instruction for Newcomers to Canada (LINC), LINC Home Study, English as a Second Language (ESL), Enhanced Language Training (ELT), Occupation-Specific Language Training (OSLT), and Specialized Language Training (SLT)
